The 23-year-old Amicale midfielder was forced to leave the field during his side’s OFC Champions League defeat to Auckland City on 17 April.
The Vanuatu national team’s physiotherapist Albert Kaipam says Fred is racing against time to get fit for the start of the tournament on 28 May in Port Moresby.
“Dominique Fred injured his right foot against Auckland and he will not be able to train with the national team for two or three weeks.
“He is a very good player and we need him in the squad,” Kaipam said.
“I will do my best to help him return to training as soon as possible.”
Meanwhile, Vanuatu continued their preparations for the Nations Cup with a 2-2 draw in their warm-up match against Port Vila club side Tafea FC.
Tafea took the lead in the first half courtesy of a Robert Tasso penalty.
Moise Poida’s men regrouped after the break with goals to Fenedy Masauvakalo and Jean Kaltack.
However, there was a late twist as Tasso converted his second spot-kick of the match to earn Tafea a draw.
The national team players are set to resume their training camp on Monday with Solomon Warriors stars Brian Kaltack, Kensi Tangis and Daniel Natou as well as AS Magenta striker Bill Nicholls all joining the squad over the weekend
