The thrilling match was forced to be decided on a shootout after the scores were locked at 1-1 on fulltime and 2-2 following extra time.
Siaraga took the lead just before the halftime break when Rex Bani found the net a minute before the whistle. But Concorde came back strongly in the second spell and earned their reward when defender Robson Marak got his side back on level terms in style with a wonderful goal.
The scores remained that way until the final whistle, leaving the two teams to battle it out to find a winner in extra time.
Concorde hoped they had done just that in the first half of the added period when Browny Jimmy broke the Siaraga resistance and must have thought they had done enough to win the game as time ticked away.
But Siaraga had other ideas and striker Jerry Tagaro spoiled Concorde’s potential party when he found a dramatic equaliser with just seconds to go.
The result was then left to the lottery of the shootout and it was Siaraga who emerged victorious to claim the Punjas 2011 title.
Siaraga manager David Gete was delighted with the win and put the triumph down to the strong fighting spirit of his men.
Concorde opposite Vital Bong was disappointed to have come out on the wrong side of such a close final but had nothing but praise for the victors.
“I expected us to do better but at the end of the day we were beaten by the better team,” he said.
“They are the best team we have ever played and are at the peak of their cycle. We were beaten by the best team in Luganville and there is no shame in that.”
